No in short.
Since those cards are different models that both do not officially support SLI, they cannot run in SLI. You need 2 SLI capable Nvidia cards to SLI.
AMD cards cannot SLI with Nvidia cards, but they can crossfire (AMD equivalent) with other AMD cards if compatible.
No SLI since there different manufacturers, I'd just use the GT 1030 2gb.
The only other situation I could see using both GPU's is if the 1030 didn't have enough connections for a multi-monitor setup then you could use both cards but it really isn't worth it as your probably going to run into issues with conflicting drivers.
