I wouldn't buy a used SSD.
Especially when a new one of comparable performance is actually cheaper.

i am not 18 so i dont have a credit card, in my country i have to pay 13% of the price for the Tax for everything new or used bought online, if the price is more than $138 then the Tax is 23%

I would only buy a used SSD storage device if it were $5 or under.

I would check into getting a prepaid credit card (they are available in most countries) and order a new SSD online.
Even adding 13% to the price a new $250 GB SSD would only be a few dollars more than that used SSD.

A new SSD is the best option. You cannot tell the condition of the SSD by looks alone. It could have many TBW and be on its last legs, but you would never know.
