Is it still worth getting a Ryzen 5 3600X ?
(for games 1080p . pubg scum bf warzone cyberpunk etc. whit b550f 1070ti )
(planning to upgrade CPU, Mobo & RAM.

Basically you are buying a case and GPU then. The 1070Ti was a good GPU back when it was released in late 2017 as it offered about 90% the performance of the 1080. Translated to a more modern GPU that puts it at RTX 2060 levels of performance or only 80% the performance of the much newer, and pretty cheap, Radeon RX 6600XT. If you are paying more than $250 for the entire thing then it isn't worthwhile as you can get an RX 6600XT for $250. I would say it isn't worth it anyways as the 6600XT or 6700XT, $320, are much faster (25% and 47% respectively at 1080p and 25% and 58% respectively at 1440p) and have newer features.

no man i buying CPU

everything except gpu

A new 5600x is cheaper than a new 3600x. Overall the 3600x is a good CPU just not worth the cost new compared to the 5th Gen.
5600x is 200€
3600x is 130€

if I may ask you, which intel cpu would you recommend that is almost the same price and strength (or slightly stronger)

From Links on the AMD side I would go with the Ryzen 5 5600 for 168 Euro. Almost the same performance as the 5600X for less money. For Intel the i5-12400F for 200 Euro is the only one that makes sense.
thank you.
then it's best to go for the i5 12400f because they say on yt that it's stronger than the r5 5600X in games

To be fair, I would be wary of the 3600. There have been multiple creators calling this skew out for unknown failures. It has been brought up by Steve at GN, Bry at Tech Yes, Paul's Hardware, Greg Salazar, and Hardware Unboxed has made mention of it (among others). Obviously, there are a LOT of these chips out there, but each of those YT'ers have said something, asked AMD directly what is going on and nothing but silence.
Follow this up with the debacle that 7xxx is at this point and so far as I am concerned it will be a while before I recommend going Ryzen again. They did so well and then burned it down, almost literally.
