Hello, so I would like to ask if it's worth getting the RTX 2070 for the upcoming games at 1080p. Or are there better options? The 2070 is about 540€ from where I am from a bit cheaper then the GTX 1080.
For 1080p/60hz, even a 2060 is fine. For 1080p/144hz, 2070 would be needed. Your purchase depends on which refresh rate you are on.
Also depends on what CPU you have got. Your CPU and PSU should be good enough to support either of those cards.
I would get the 2070. It is not overkill for 1080p,and will max out any game in 1080p high framerate.You could get by witha 2060 in most games at 1080p wit max settings over 100fps, but not in the most recent titles. The 2070 is perfect for 1080p 144hz and can even crank some games to 1440p or 4k in older titles.
I've got a 144hz monitor and mostly use it for CS:GO but i'd like to play other games aswell and I'd most likely buy an i7 8700K along with it. Would buying let's say the 1070 ti be more worth as far as €/performance goes? Also is it any good to buy used GPU's? And also which brand would be best to go along with the RTX 2070?
1070ti=2060 2070=1080 with an oc you can get 2070 performance from 2060. If you want 144hz in cs go an 8700k and 2060 woulr do that easily. If you want other newer demanding games you may need a 2070.
For a 144hz screen, you should go with the 2070. They all perform around the same range as long as you stick to the popular brands like Asus/MSI/EVGA/Zotac/Gigabyte. Ideally I would get the cheapest card.
RTX 2070 is a quite good option but if your are planning for 1080p then RTX 2060 will do the job. Also I recommend you to take a look at vega 64 as it comes at similar price at RTX 2070 and gives better performance

Save a bit more money and buy the rtx 2080. The performance difference to the 2080ti is not big, and if you overclock it, as well as having cpu overclock and ram, you can even narrow that difference even more.
