At the moment nothing has been offically announced for the Vive 2. Plenty of reported specs and unconfirmed info out there.

What I would say is if there is a VR game you really want to play then it's a good time to get one. If you can wait, I would.

The Vive came out in April 2016. A 2 year refresh might make sense. So we could see something by this time next year.

Yes. Valve pushed a SteamVR patch hours after the game launched.

As for upcoming headsets, LG has been working on a SteamVR headset for a while, and that could essentially be the next Vive (but with a different name). There's also Pimax with their 8K headset coming early next year, but that's more of a niche product and may not be as polished as products from the major manufacturers.
