Is it worth the upgrade or should I wait for something better?

I'm currently debating on upgrading from my GTX 660Ti to a GTX 980 for the release of GTA V. I know I'll be able to run the game when it comes out but not on desired graphics settings. I will probably end up holding off the purchase of the new card until I can't take how the 660 Ti disappoints me.

So my question is would the 980 be a good choice or is there a different product that I should wait out for that isn't currently in the market. I don't mind waiting an extra month or two for something better.

If yes to the 980, will I have to upgrade my 650W PSU also? I'm not sure if that extra 15W will make a difference over the 660 that I have currently. Probably not right?

Main criteria I want to stay in is in the Nvidia line. AMDs have left me with some bad experiences and suffering in the past.
 




I'm hoping for 1080 at max settings? I'm running a dual monitor setup right now. Both of them are at 60hz but I'm planning on swapping one of them for a 120hz in the following months.
