[SOLVED] Is it worth upgrading from an i5-4460 to an i5-8400?

You posted the same build twice.

There's a huge performance leap between the 4460 and the 8400 as the 4460 was recommended to pair a 970 and the 8400 even beats the i7 7700k at stock speeds, which means delivering lots of FPS in CPU intensive games, like +100FPS in Battlefield 1 (and I guess the same for Battlefield V).

Anyways, if you are looking for high FPS at 1080p, the 8400 may bottleneck the 1070Ti or at least require you to reduce CPU dependant settings to avoid this bottleneck. If you are aiming for 60FPS, maybe the 4460 is still enough. Just check the performance for the processor in the newest games you are willing to play in GameGPU.
 
The i5-8400 won't "bottleneck" a 1070Ti. Inherently when you're getting "high" frame rates, more of the stress shifts toward the CPU. That will happen regardless of what GPU you're using. At some point, the only way to improve your situation is to have a better/ faster CPU. An i5-8600K or 9600K will have an unlocked multiplier so you can increase CPU frequency. Since you've already picked a Z390 mobo, you're ready for that upgrade.
