Asus Rog STRIX GTX 1070 ti can use up to 300W - significantly overclocked model. 650W PSU is recommended here. 450W will not cut it.
It depends on the price. A 3060 would be a great upgrade but not at 200-400 over msrp1650 super is 3months old and 1070ti is 1yr old.
