Even i use 1.15 vcore in turbo 3.8ghz my system is completely stable with even extreme memory profile of 1600mhz with 9.9.9.24. is it harm full to use such low vcore for 3.8ghz ?
if she's stable you will be fine, did you benchmark/ stress test the cpu to make sure is stable? as huge difference between usable and stable. but no vcore being low is good, less heat, less power. but the again all matters if truly stable or not

No, in fact, having a lower voltage is better for it than a high voltage! The higher it goes, the more wear and tear you do in the long run no matter what cooler you have.
