Is lower priced Corsair higher quality than their more exp.?

I thought a general rule was that the closer the memory runs at its claimed speeds at 1.8v the higher quality the ram.

This ram runs claims 1.9v

This ram has lower timings but it shows 2.1v..and it's more expensive.

It seems the cheaper ram would have more OC potential...so my question is.. why would you buy the more expensive stuff?

You cannot measure quality of RAM by voltage.

Indeed, some RAM that runs on relatively low voltage doesn't OC a bit.

Given two DIMMs with the same speed spec and same latency spec, yes, the one with the lower voltage on the spec is typically the better quality one, because it doesn't need as high a voltage to reach the same performance.
However, if they have different speed specs or latency specs, it's much harder to directly compare them without more info.
