is lowering cpu power safe ?

hello there , i have a laptop with intel i7-7500u ,i play this game called warframe on it
,the laptop was getting hot always above 80 i tried intel extreme tuning utility and udervolted my core 70mv and gpu 50mv it only saved 3-4 degrees ,cpu power throttles all the time at 17w while my cpu marked at 15w ,so i set max turbo boost power to 10w , after this the cpu never goes above 70c and stays always at 10w

my question: is this safe for my cpu ?does it lower its life?
i know that my cpu isnt for gaming but i only have this laptop and sometimes i like to kill some bordom
