Is my 3770k running too hot?

Ok, so I just installed a new Ivy Bridge Core I7 3770K processor in my computer, I have a dedicated graphics card and I'm using intel's Desktop utilities to monitor the temperature of the CPU, I'm running at stock clocks,The temperature Idle is around 30-40c based on weather conditions, now when I play a heavy game like GTA 4 it doesn't lag or crash, but the second I close the game I notice the temps have shot up to almost 70c!! After which it slowly goes back to 30-40c.

So I'm wondering Is this normal? Or am I at risk of damaging my CPU for letting it go so hot?

What cooler are you using? If you're using the stock HSF then that's perfectly normal, it gives you just enough cooling to keep temps in spec at stock clocks.

Run Prime95 for an hour, monitor your temps.

Yes I'm using the stock cooler and paste, but I'm still extremely concerned about the temperature, wouldn't want to fry such an expensive chip.

70c is fine but that isnt full load for an extended time.

You can't fry a chip at stock voltage and 70C. Or even 80 or 90C. If it were hitting 105C for an extended period and not shutting off, then it might fry.

Those temperatures aren't too bad, but just playing a game isn't really the best CPU stress test. I recommend running intel burn test or prime 95 and seeing how your temperatures do after an hour or so. As long as you stay in the 70-80c range it's not too bad, I would start getting a bit concerned if you start going into the 90s.

80c will shorten the life of your chip if it stays there for extended periods of time, but if 70c is the average you should be okay. Just run Prime95 and monitor your temps.
