Question Is my 4770K dead?

Hi folks, I'd like to confirm the problem with my system.

4770K
Asus Z87
16 gb ripjaws 1866
1 tb SSD
EVGA 850W gold (tested with a new cougar 1000W, this isn't the problem)

When the computer turns on in about two seconds it turns off and after a moment attempts to restart. It will continue this pattern until I shut off the power myself. I changed out the battery on my motherboard and just checked the cpu air cooler and thermal paste contact. I cleaned it off and repasted, the same. Is there something I'm not aware of to diagnose the problem. This is the worst time to build a new system and I'm willing to buy a single component to get me through this component drought.

To follow up, I removed the gpu, ram, and cpu and was able to power the motherboard and fans without trouble. I added RAM back, no problems. I added the CPU back but didn't want to run it without decent cooling. When I added the heat sink and fans it repeated the same problem.
