Is my 6950 performing ok?

My system specs are as follows:

CPU:phenom x4 965 black edition stock clocks (3.4 ghz)
RAM: 2 gb kingston (1gb sticks) and 2gb g skill (1gb sticks)= 4gb ram DDR2
HD: cheap 250 gb seagate drive from my previous build,I have 20 gb free
GPU: SAPPHIRE DIRT 3 edition ati 6950 stock clocks
PS: 650w antec earth watts
DISPLAY: 1920X1200 monitor

So my average fps on ati games are flawless, bc2, deux ex, run at 60 fps+. It is games like arma 2, metro 2033 and crysis that worry me, since many youtube videos show that this card can run those games at very high 40-50 fps.

On metro 2033 all very high, no DOF, AAA: I manage to get 20-35 fps
On crysis warhead all very high, 2xaa, v-sync,: I get 45 fps on non-intense parts, but 19-21 fps on combat parts
On arma 2 all very high, post process effects low, 2xaa, 3800 distance: On editor and armory, I get 30-50-60 fps (game is pretty unstable) but on campaign and missions, I get 16-25 fps.

I have the latest drivers, but why are some people getting insane fps on those games? What should I do? It outperforms my gtx 260 by double and sometimes more, but I know this card can do more. Thanks.

You are right on the money with that card. If you are looking for increased performance upgrade your psu to a 850w crossfire ready, and crossfire a second 6950 then you will not have any worries for now......
