Is my AMD 880k throttling?

So basically i overcloked my 880k to 4.5Ghz (I had this for about 4 months in a row no problems at alll). But now i noticed that when i run prime95 and use Hwinfo for monitoring the clocks i see that like every 1 minute the clocks changes to 1.7Ghz for a second and then it goes back. Is that throttling? No such thing is happening when im gaming

It's warm but from what your saying I don't think it's thermal throttling. The reason I say this is because the CPU is only dropping the clock for a quick second which isn't causing performance issues. Per AMD the max temp 72.4C. I'd also measure temp with AMD Overdrive and here's a guide better explaining the temp by damric.
