Is my amd a10 7860k bottlenecking my rx 460?

Some weeks ago i tried a friend's gt 1030 in my gear, the problem was that the first day i installed it i was getting the expected performance of a 1030 but next day the performance went down about 50%, the 1030 was running games worse than the a10 integrated graphics, i tought the gpu was the problem but yesterday i bought a new rx 460 and i'm having the same problem, yesterday i played far cry 5 low graphics 1600x900 at 45-50 fps, today at same config i'm playing it at 25-30 fps, i can't even reach 20 fps in overwatch at low graphics. Open hardware monitor is showing me that even playing League of Legends my cpu is at 100% load so, are gt 1030 and rx 460 bottlenecking my cpu?

My gear:
amd a10 7860k
rx 460 2gb
8 gb ram ddr3
evga 450w bronze

And of course i disabled the integrated graphics in BIOS, reinstalled drivers and my hdmi cable is plugged in the rx 460.

Could be an old driver, Also some bios's have you dedicate so much mem to the igpu.
I think the tech companies pay people to go on forums and say "bottlenecking" over and over to drive sales
My 7850K+r7 250 does 30fps in Battlefront medium 1080 and 30+ fps in Crysis 3 1080


I think the problem is that 100% load in the CPU, i also tried playing warframe and the game is running well, the CPU load is about 60%, i think the problem is only with AAA games or apps that require huge graphic power but as you said, my cpu is not that bad.
