Is my AMD card broken?

Over the past week, I've been re-installing windows, losing a lot of important files such as 3D modeling files for my up-coming indie game and such.
Whenever I install AMD drivers, the whole computer messes up, when I boot it up, after the windows 7 icon appears, it just goes black then goes completely dark as if the monitor is on, and boots up to a messed up login screen with huge display problems.

A permanent screen of dark blue vertical bars appears across on my screen after 15 seconds of login, but in this case it's just a full on blue screen because I re-seated the GPU. http://prntscr.com/a2kgst
While at a screen like this, my computer renders useless and un-usable.

Now, I go into safe mode to use DDU and remove the drivers, but one time I tried to open up AMD settings and the CCC, with the same message popping up open.

Here's my current status, I'm using Windows 7 Ultimate 64 bit, this problem started off when I was playing games on my Windows 10 last week. I turned off Windows defender and Anti-Viruses. Windows updates are not automatic, even when they were automatic, I still got the same display problems. Also I have currently no AMD drivers installed and currently using Intel Integrated graphics as replacement for my GPU.

PLEASE NOTE: This issue occured while I was playing a game on my Computer, which was Windows 10. It just crashed and those screen patches appeared and stuff.
 


What's your GPU? Are you getting the lines with no drivers? Have you tried older drivers?
 


I'm using an R9 270, I've tried older drivers and I get no lines without any AMD drivers.
Also, when I do try to open up AMD settings it will pop-up saying "No AMD graphics driver is installed, or the AMD driver is not functioning properly. Please install the AMD driver appropriate" message
 


Ok, what version of drivers have you tried? Can you list every version? Do all versions give you the same error?
 


Man I can't remember, but I tried like 15.12, 15.11, 13.2 and 14 point something.
 


It sounds like it might be a GPU issue, do you have a different one to test? Is the GPU new?
 


I bought the GPU back in August 2014, and not I don't have a different one.
I'm gonna try to check out the thermal pasting on the GPU today-along with clearing out the MINOR dust on it.

Nope, but we did find a tiny burn mark on the GPU's cooler from the spot where the thermal paste is applied. Looks like the GPU fried out.

Damn, that sucks. Was it an XFX? They have a lifetime warranty.
