Is my apartment complex throttling my internet?

They just installed new internet in my building. It now requires you to register an account before you can browse the internet. It is extremely slow. It takes a very long time to load websites and even pictures. Videos are choppy and streaming from websites rarely works however netflix seems to work without very many problems. I cannot access cars.com for some reason.When i go to speedtest.net i get download speeds of ~15 and upload speeds of ~10. The wired connection speed is identical to the wireless. I have called the company that provides the internet but the people i have talked to are clueless. Does anyone have any suggestions?
