Is my ASUS-A Z97 USB 3.1 auto overclocking my i7-4790k?

I have just recently built a new rig and while monitoring through HWinfo to check to see everything was running fine I've noticed that clock speed never steps down, it's always between 4.2-4.4 Ghz running on all cores even when it's idling and the VID never drops below 1.142v, reaching 1.221v and its highest, where it usually fluctuates between 1.182 and 1.221v

My BIOS is set to load optimized defaults and the only change I've made was changing the RAM speed from 1333 to 1600mhz.

I'm seeking guidance on fixing this problem as I don't want to leave my computer idle under these conditions as I feel it may expedite degradation of my components. Thank you.

Go into the bios and make sure Speedstep is enabled. Go into the control panel power options, click change plan settings, click advanced power settings and on the processor power management settings make sure the min is set to 5% and the max is set to 100%.
