Is my ATI Radeon HD 4550 the problem with my gaming fps, or is it something else?

I'm looking to get back into gaming, specifically WoW. My computer used to run the game alright. I'd get >30 fps with graphics on medium/high. Now I can only get playable frame rates if I turn my graphics all very low, and even then it can still get very slow. The game would be a lot more fun if it could run smoothly while allowing me to see objects more than 10 virtual feet away.

Here are my computer's specs:
OS: Windows 7 Home Premium 64-bit
Make/Model: ASUSTek CM5570
CPU: Pentium(R) Dual-Core
RAM: 6 GB (3x2GB, 4GB available)
Graphics Card: ATI Radeon HD 4550 (updated drivers today)
Hard Drive: Seagate Barracuda 7200.12 750GB 7200 RPM 32MB SATA 3.0Gb/s 3.5"

I bought the computer about five-and-a-half years ago. I've tried cleaning up the computer and closing unnecessary processes to improve speed. The computer interface runs a bit faster now, but games are still very slow.

Should I buy a better graphics card, or could other parts be making the games have bad frame rates? Should I just get a new computer?

Well your CPU and GPU dont even pass the minimum requirements of the game..... If you buy an i3 and an gtx 660 or something better you can play it on good settings


....

Try using razer game booster and Ccleaner to boost a little bit your performanance and uninstall programs and clean your tower. Also press windows key which is between ctrl and alt type: prefetch and delete everything, also type: %temp% and delete everything. And type: temp and delte everything also defrag your hdd.

I installed the razer booster today, uninstalled programs and deleted my temp files. It helped a little bit with general computer speed, but I tried Skyrim on medium/high and was getting about 15 fps. I didn't do the other things, but I'll see how they help.
