Is my BIOS setting really working?

CPU : Pentium g3258
Motherboard : GIGABYTE Z97-D3H

I've tried to overclock on my new CPU, like so

but after I save and reset, this is what I see in BIOS

I know the setting is actually saved as I can still see them in
M.I.T\Advanced Frequency Settings

but that doesn't changed anything,
my CPU is still at 3199.25MHz when I check CPU-Z

It's running at 3.2GHz with Vcore at 1.104V and its getting to 44C.

It tells me to increase the TDP limit,
But I can't see "Thermal design power limit" value or option in BIOS...
And it is the same case with "Turbo multiplier".

I'm so confused by those value and things...

It says 'if needed'

Leave baseclock for what it is
If needed, increase the TDP limit of your processor to 200~250 Watts
With a Pentium-K G3258 model change Turbo multiplier to 42 initially and gradually work your way upwards.
Increase CPU voltage, though setting AUTO might work fine, we think 1.2~1.250 V on this motherboard is a sweet spot if you stay under 4200 MHz. 4500 Mhz requries 1.4V - above 4700 MHz you are reaching 1.50 Volts
Make sure your processor is properly cooled with enthusiast grade heatpipe cooling or liquid cooling
Save and Exit BIOS / UEFI

After all, does this setting means that I will have a highest turbo frequency of 3.5GHz on my CPU?

Yes - you haven't overclocked it past where it will boost to.

I'd start with 1.2V and 4.2GHz (use 42 instead of 32) then test it with Prime 95.
