Im getting a i5 7400 with a gtx 1070 8gb and 16gb ddr4 ram and I want to buy a 165hz monitor, will I be able to run it?
the games I want to play are league of legends, Csgo and apex legends

Most people can't tell the difference above ~100Hz (FPS)

sorry about my lack of knowledge but isn’t FreeSync monitors only work with amd GPUs?

Freesync is now supported by NVidia but some monitors have issues.

League and cs go you should be ok. Apex your cpu will be limiting the FPS you get.

is my i5 7400 overclockable? I have a liquid cpu cooler so I think I can afford higher temps right which should increase FPS by a little.

No it can’t be overclocked, well technically not true depending on the motherboard but any OC would be insignificant due to the method.
