Is my card being bottlenecked?

Thanks for taking the time to check out my question. I'm very new to the computer scene so my questions may be a bit nooby. Anyways! I bought the ASUS gt 660 last year not knowing that it is bottle necking my setup, which is an HP bought at bestbuy. The specs are CPU: amd a-6 3600 GPU: GTX 660. 6 GB ram as for the mother board I am not entirely sure how to check. If there are things that are needed to be changed or things that I need to include please let me know. I want to upgrade if it is being bottle necked, my price range is about 300$. Any help would be greatly appreciated!

Yes, your CPU is old and weak.
But I'd keep using it thou, you need to save up more money and then "break free" of the store bought computer.

You'll need a case that easily fits a full size ATX board and decent PSU (this stuff you'll likely keep for a "long time").
And then a new mother board, CPU, DDR 3 ram and maybe another Windows license(depends).
You can gut your current PC for the: HDD/ SSD?, burners? and GTX 660.
