Is my computer self contained liquid cooled?

So I'm saving up to buy this computer for some gaming without any overclocking nor am I recording, It says liquid cooled? I'm quite new to a WC system how does it work? Do I need to hook up pipes? Does it come already built? is it self contained?

Is it easier to just hook up a fan?

The first build is a prebuilt system with Corsair H60 AIO Liquid cooler. This is a closed loop sealed water cooler requiring no Maintenance.
If you intend to OC your system then I would upgrade the Cooler to H80 if you can.

The second build is also a prebuilt system with Air cooling, you have two choices of AIR Cooling.
