[SOLVED] Is my Corsair RM650X supposed to have this white stuff?

I noticed something that looks like some sort of thermal paste caked alongside the inside of the PSU. Is this normal? I just bought this brand new from Amazon.

Edit: I also noticed that there's like something like black plastic covering the coils in the back as well. Is that supposed to be there?

I was looking into the power supply and there appears to be some sort of white paste strewn throughout the inside. I was wondering if that could be problematic.

It's silicon/glue that helps hold certain components in place and keep them isolated.
