Question Is my cpu a bottle neck?

So I recently got a 2070 oc mini with my i5 4590 Played for a while after noticing with fraps on that I get lower than 60 FPS most of the times on gta, idk why? Is this how 2070 should perform ? Is it a bottleneck ? Also my graphics card didn’t make any noise even doe I don’t have extra fans inside my pc ? What might me the issue ?

In some games yes it will be a significant bottleneck. Your cpu is equivalent of a modern entry level cpu and you paired it with a very strong gpu.

To see what’s going on, start Task Manager, go to Performance tab, right-click cpu graph and select Logical cores, maximize window.

Fire up your game, play a couple minutes, then tab out to the Performance monitor. Should see one or more cores pegged at 100%. These are likely the cores setting up the frames for the gpu and they just cant go any faster.
