Is my CPU a bottleneck?

My question

First of all thanks to any1 willing to help me out Not had much luck so far getting an answer as i'm not very good when it comes to PCs. My question is "am i getting a bottleneck from my CPU? CPU normally hovers around 95-100% and my GPU hovers around 97%. This was on Overwatch on the "epic" preset. Here is the benchmark.

Average framerate : 86.8 FPS
Minimum framerate : 18.7 FPS
Maximum framerate : 128.2 FPS
1% low framerate : 46.5 FPS
0.1% low framerate : 1.4 FPS

Alright, just wanna say i'm not very good with PCs. below is a link to my setup. Note: "i haven't oc my CPU or GPU. both running at stock performance."

I'm really confused. And don't really know 🙁 I also heard it could be RAM? Idk tho.

No, your setup is fine and your CPU is not bottlenecking your GPU.

Both CPU and GPU are fully loaded and thats just maximum what they can do when it comes to FPS 😉

So no bottleneck is present? Reason i'm so curious is because i can't afford to go out and buy any other parts for a while. So would it be worth doing an oc on my GPU? Btw it's a 1060 3gb Mini.

Sure, in youtube video i've sent above you can see a "AFTER OC" performance (Overwatch 5:23min, you can see a 20fps max fps increase).
