Is my CPU and Memory bottlenecking my GPU ?

I have a MSI gtx 1080ti gaming x trio with an i7 4790k and 2 8GB sticks of ram running at 1867mhz. I am pretty sure my CPU and memory are too slow for my GPU. Also, it runs at around 80 - 90 degrees so I believe its also thermal throttling. Do you think it is a CPU bottleneck causing stuttering in games or thermal throttling or memory? any help is appreciated.

This seems to be an overheating problem as the 4790k shouldn't be bottlenecking the 1080Ti much... Are you using stock cooling on your CPU? Have you overclocked it?

it is 80 - 90 under load. it isn't a stock cooler but it's not very good tbh. it's not overclocked but as it is a k core it does self-overclock to around 4.4 GHz and then gets very hot
