Is my CPU at a safe temperature?

i recently built my new PC, i have an i7-7700k at 4.2 ghz and i was just wondering if my cpu should be 30-40 degrees idle. i have a h100i v2. on corsair link it seems to be pretty close to msi afterburner. on startup i have no idea why it spikes like crazy, it would be at 36 then go to 70 is this normal? i also get a CPU fan error on boot not sure why.

my PC gets fairly loud when im playing PUBG. CPU temps are always 65-75 ingame. in menu they are like 45-50.

please help i need answers.
 


are you sure? my friend has a i7-6700k and is telling me my temps are aids
 
Without knowing your room temp and case setup we can't really tell. Some people prefer 75C and under for prolonged usage, but the CPU only throttle at 90C.

Personally if your room temp is around 25C and lower I would say your temp is a bit warmer than average. Maybe you set the Corsair in silent mode. For reference my i7-6700k running at 4.7Ghz at 1.33V, room temp is 23C and I only see 75C under Prime95 small FFT test.
 


i have the phanteks eclipse, radiator is mounted in the front of the case.
