[SOLVED] Is my CPU bottle necking my RX-590?

Hello everyone!

I recently picked up a RX-590 Sapphire Nitro+ and it hasn't been preforming as I expected. I have an AOC G2460PF 144hz freesync monitor and have ensured I have all the latest drivers installed and that the freesync option is turned on.

However the performance seems sluggish and seems as if there is still screen tearing in Black ops 4 "blackout" and other E=titles.

I currently have a Ryzen 3 1300x on a stable overclock at 3.8ghz and 1.3V core voltage. as well as 16gb of RAM

I can't figure out why the performance of this card is not up to par even with settings turned down... Is my CPU bottlenecking it?

1: Make sure "Vsync" is disabled in AMD settings
2: If you're using a Display port cable, make sure to enable Freesync in AMD settings AND in monitor settings.
3: Make sure "Vsync" is disabled in whatever games you play.
