Is My CPU Bottle necking?

Specs:

intel i5-6500
GTX 1050 Ti 4gb
8gbx2 Crucial Ballistix DDR4

Whenever I play games like CS:GO or Rainbow Six Siege my CPU usage spikes to 80-100% on all 4 cores and stays that way until I exit the game. The temps of the cpu stays around 45C and I have no background apps running that take up a lot of usage. My FPS in game is great but I'll get stuttering from time to time and I was wondering if it was my CPU causing it. I've lowered my in game settings and it didn't change my fps so I'm suspecting it is my CPU. If it is, should I upgrade?

i5-6500 Won't bottleneck a 1050, let alone a 1080. As long as your FPS is smooth I wouldn't worry about it. Sit at the desktop and monitor the processes. Make sure nothing it causing high CPU spikes.

Your stuttering is most likely caused from the fact your playing a multiplayer game. Because of the internet never being a constant speed sending and receiving packets, and you connect to servers which some times have slight hick ups this causes a stutter from time to time. Now when it comes to games that need to load map sections while you are physically playing the stutter can also come from the loading of the map. This can be elevated by installing those games on an SSD.

Your CPU is not holding your GPU back so there is no bottleneck going on but most likely one of the factor mentioned above.

100% CPU usage does not mean a bottleneck all the time, it just means a well coded or CPU intensive game.
