Is my cpu bottleneck?

I have amd radeon r7 on hp workstation xw8200, im 99% cpu is the bottleneck.
Am i right?

Short anwer: yes
That particular Xeon is ancient dating back to 2004 and has only one physical core. Even then it wasn't meant for gaming and other consumer usage, but for server workstations, thus you shouldn't expect much from it when it comes to games or any modern day software. No matter what r7 card you pick CPU will always be a bottleneck. Maybe it is time for an upgrade.
