Is my CPU bottlenecking my GPU

ever since i upgraded my PC from a GTX 980 TI to a 1080 TI i have been experiencing weird stutter or frame freeze (not 100% sure what it is), i think its because of my CPU not sure ?
i have also monitored my pc in game using RTSS and my GPU usage is usually around 85-99% on bf1 maxed out 2560x1080 200hz, and my CPU can fluctuate from around 65%-90%, the stutter is there with all games not just BF1, i've tried reinstalling OS and video drivers disabled things like Xbox DVR. i also don't believe its a poor CPU OC as i didn't have this problem with my 980 TI and have stress tested my CPU

Since he's not even AT a standard 1080p resolution, I doubt very much that the CPU is the problem. He's at about midway between 1080p and 1440p with a 2560x1080 display.

1080p brings 2,073,600 pixels. 2560x1080 brings 2,764,800 pixels. That's about a 33% increase in pixels that need to be rendered for his resolution compared to 1080p. However, based on the real world results of every test system I've looked at, since it's still less than a 1440p display would be he should easily be able to max that out with his 1080TI.

I think the real problem is potentially a lack of support for his resolution on most game titles. Most developers still do not fully support ultra-wide resolutions well, or at all in some cases...

Try gaming in windowed mode and see if the problem persists. I'd also try increasing your in game settings to shift more of the load to the graphics card and giving the CPU a chance to play catch up. If the stuttering IS due to the CPU, increasing the settings may resolve some or all of the problem. If it does not resolve through one of these solutions then perhaps it IS a driver related issue.

When you " tried reinstalling OS and video drivers" did you do a CLEAN install of the GPU card drivers, FULLY removing all traces of the previous driver using the DDU first?

Sorry took me so long to reply guys, I didn't work out what the problem was but over Christmas I upgraded my cpu to a i7 8700k with 16gb of ddr4, and now the problem seems to have gone, also my frame rate is a lot higher and consistent, I do think that my cpu was bottlenecking my gpu and causing stuttering, not 100% sure tho, but the problems gone so I'm not bothered. Thanks for all the help guys
