Is my cpu bottlenecking too badly?

Hello.
I read somewhere, that LGA 1156 processors, shouldnt bottleneck so much. So I need help.

I get generally bad fps in Fallout 4, despite having a good GPU. I do only have 4GB RAM. I also have an old CPU (in specs).
I have asked some people, who are good with computers (like really good), and they are saying if I get more RAM, and OC my CPU , then i can get the 60fps my GPU should give.

SPECS:
GPU:R9 380 4G
CPU: i5-661
RAM: 4GB
PSU: Deltaco PSU-423 500W

Basically I'm asking if i can get 60FPS in Fallout 4 by just Overclocking my CPU and getting more RAM. Or if my psu can't power the GPU fully.

Sorry for writing poorly, I am tired, and in a small hurry.
 
there somethings u need to change...
get a 600w psu....
then change to 8gb ram u will see a difference... u will get 40-50 fps in high settings.. the real downfall is those 2 facts..
when ur getting a psu get a good tier 1 or a 2 psu..
is there any website u know so that i can check it out for u??
 
Likely, your cpu is the limiter.
It has a passmark rating of 3193 and a single thread rating of 1324.

If you can overclock some, I expect you to do better.
But, do not expect magic.

Your I5-661 was a fine chip when launched some 6 years ago.
By today's standards, the cheapest skylake G4400 costs half as much and is considerably faster.

Most games can use only 2-3gb of ram by themselves. Unless you are multitasking, 4gb should be fine.
Check the task manager and look for the hard fault page rate. If it is minimal, like well under 1/second, you are ok on ram size.

On the psu, you are likely ok,
I would expect some screen artifacts if your power is inadequate,
The R9-380 can use a max of 225w by itself.
I do not know the quality of your psu, but the next time around, stick with a quality brand like Seasonic.
