Is my cpu bottlenecking?

So recently (2 months ago) I built my first ever pc and I finally have a good pc to run games so I went and bought arma 3 and decided to play it and mins later as I tweaked the game to good settings I always seem to get below 60 fps I even switched the graphics settings to standard and got around 30-40 fps same fps when in high settings I'm not sure what's causing this. my specs are i7-4790k and 980ti if anyone could please let me know asap thanks

no it probably isn't specially if you are overclocking with that

Should be no bottleneck, the i7 4790k is a beast, same for the gtx 980ti , I don't play Arma 3 myself, but I read multiple times that the game is optimized as sh*t, so that might be the problem. What if you play other games?

Other games run really fine but what I don't get is that l people with 970's run it more smooth than I do
