Is my CPU bottlenecking?

Yesterday I posted a similair thread like this, can't find it anymore so im asking it again.

So, around three months ago i've build my budget gaming PC.

Specs
GTX 1050Ti
AMD Athlon x4 950
8GB RAM

I was wondering if my CPU is bottlenecking my GPU, in almost every game im getting unstable and low FPS.

in Just Cause 3 im getting around 25FPS on every settings preset.
in Overwatch im getting around 35-40FPS on every setting preset.
etc.

Is this a bottleneck?

Unfortunately your cpu is weak, it really was not a good buy in 2018.

Your cpu is around FX4300 performance levels
