Is my CPU busted?

So my computer died after a whole year without incident. I've figured out that when the CPU is connected to the PSU, the whole PC won't turn on. Is this a problem with the CPU or the motherboard?

I have an AMD fx8350 processor and a relatively cheap $40 AMD motherboard. PSU is an 860W corsair (a little overkill for my rig), and the graphics card is a gtx 970.

Again, when the CPU is NOT connected, my PC turns on. Leaving everything else connected poses no problem (the 24-pin PSU thing is still connected to the motherboard if that helps at all).

I have already replaced the PSU, and the problem still occurs.
 
Solution
One of two says you can test this. If you have a spare motherboard, plug the CPU into that. If you have a spare CPU of that chipset, plug it into your motherboard.
I can't really suggest any other way and I know that's not ideal.
One thing I have just thought of - have you tried another PSU? It might be that the CPU power cable (8pin or 4 pin) is busted...

Solution

This may indicate the PSU doesn't supply enough current to power the CPU... try a different PSU. You may want to first check the AC power cord is fitted snugh on the PSU, as well as both CPU 4/8 pin and the motherboard 24 pin connectors are fitted all the way in the motherboard. Lose connections can cause power related issues.
