Is my cpu causing a bottleneck?

I have a gtx 1080, ryzen 1300x, 16gb of ram at 2933, and rainbow six and pubg installed on a sad. My problem is I cant get a stable frametime causing stutters which makes it very hard to play. I will be upgrading my processor to a ryzen 2600. Am I getting the unstable frametime because of the cpu? Its always at 100%.

There will be about a 20-23% bottleneck because of the 1300 , getting the 2600 will solve that issue. You may need to update your boards BIOS to run the 2600.

Thanks for the answer this is my first time asking on this website. I had to replace my motherboard but this one has the bios updated already so I should be good.
