Is my CPU causing the LAG or GPU

CPU: AMD A4-3400 APU (2 cores)
Mobo: F1A-55 LK R2.0
RAM: 4 GB DDR3

So Im playing Assassin's Creed 3 at 1366x768 60Hz RESOLUTION. I'm getting a bit of a lag, not really alot of lag but just a bit, when I hover my mouse to rotate, it lags (I think it's called stuttering, not sure) but when im in a non-crowded place, it works smoothly. So as the title says, is it my CPU or GPU that's the problem?

Can you give me how CPU and GPU affects a game?

Yeah ebay really has alot to sell, that's indeed right, the athlon quad core is perfect for my socket, BUT my problem is im afraid in using ebay, what if the item does not arrive, and im from the philippines, really far, thats what im afraid of. If the item is damaged or doesnt arrive, can I get a refund from my payment? and if the item is damaged, itll cost more on returning it.

The 651K doesn't seem to be on it so maybe get the non K model to be sure it works.
