Is My CPU Dead? 5820K Only Utilizing 7% @4.3ghz

Hi, im not sure what is wrong, but i have a 5820k overclocked to 4.3Ghz, yet for some reason even at full load its only using 7% of the CPU 🙁 does this mean its dead? or is there a setting i need to change?

Its slow, and for some reason it wont go up to 100% give or take. Advice most helpful please

Did you use Prime 95 to stress test the CPU? When the CPU is not on load it will downscale it speed to save heat and energy and life its not uncommon for CPU's to run slower then its recommended speed for example my FX 8320 at 4.00ghz right now is only using 1.7ghz typing this comment try intel burn test too that may be more reliable i agree with others if the CPU was faulty or dead it would not boot at all they either work or they don't

I've ran several programs, photoshop, vegas, and it ramps up to 4.3Ghz, but only has a 7% load. Even when i right click, it can take a few seconds before a full menu comes up, and thats everywhere. Im hoping its just a setting somewhere that needs changing, but i dont know where to start
 
First run the free version of hard disk sentinel,it will tell you if your disks are ok on the hardware level.
If they are ok you can use windows,open up "This PC" (My computer) right click on a disk go to properties,select the tools tab and use the error checking tool.

Might be wise to backup important data, to an external media, before you do any of this because if error checking finds any errors it will destroy data in order to make the file comply to filesystem rules.
 
i had a similiar issue of decreased performance - went thru the above steps or checks and found no issues with the disks

last night i did find my BIOS settings were resetting randomly - from XMP dis-abling to clock frequency dropping to 3.6xx even though turbo boost was enabled. Reset to default, then reset all my BIOS settings to my preferences, shut down and on reboot went back into BIOS only to find settings again had changed values but this time clock speed was showing "4.17x" - this morning i reflashed the last known good bios update and performance benchmarks are back to normal

Nope, still not fixed, it appears to be processing fine, i even encoded a video and it was ok, but the clock lags behind and when i right click or go to add multiple files to somewhere it takes ages to realise what i've done, even simple things like renaming a folder or saving an image are impossible tasks, it takes about 5-10 seconds to understand what im doing 🙁

I cant work like this, its driving me insane
