Is my CPU dead?

Okay so a few days ago there was a power surge in my house and my pc shut off and now will not display(not even to bios). All the fans spin when I turn it on the LEDs work and I can even hear the HDD arm moving but still no display. So I plugged in my mobo speaker and got 1 beep followed by another single beep roughly 5 seconds later(asus mobo) which didn't seem to be an error code so I got to troubleshooting.
1. It was not a loose connection.
2. Swapped GPU nothing happens.
3. Screen works with other PC so the screens fine.
4. Tried swapping PSU to no benefit
5. Tried 4 different RAM sticks 1 at a time
6. Swapped out my HDD drive still no Bios
7. Bought a new mobo assuming it must have blown since CPUs rarely die but still no bios and same beeps as before.

So my question is this: Is there anything else it could be at this point? I've switched out every infernal piece on the thing twice other than the CPU but I really want to be sure I've done all I can before I go spending another 130$ on something that doesn't fix it.

Okay I figured I should post the parts I'm using just in case that gets me help somehow.
CPU: AMD fx6300(stock cooler)
RAM: Patriot signature 1x8gb/g. skill ares 2x4gb(used pc part picker)
Original mobo: m5a97 le r2.0
New mobo: m5a78l-m
HDD: Seagate 1tb barracuda
Power supply: EVGA 500w
GPU: radeon rx570 rog strix
