is my cpu failing?

ive replaced the motherboard replaced the psu replaced the gpu reformatted started the computer with 1 ram stick did that with all 4 did a memory check only thing i haven't done is replace the cpu if i restart my computer as it loads windows it turns the monitor off and i have to go into safe mode delete the video driver and restart and it works again sometimes causing minor hick ups in something like csgo if i tab out with it up waiting on a que to pop but i just hit control alt delete and then hit cancel tab back into the game and its fine

ryzen 1600x
sapphire nitro+ rx580
16gb of corsair vengeance
sandisk ssd and a velociraptor hdd
750w evga bronze + psu
asrock AB350 pro motherboard





 
I would say faulty drivers, or corrupted Windows. Try to update your bios/chipset/graphic drivers to the last update.If you still have the same problem, try a driver rollback (you can download older drivers from AMD website, try a driver that worked for you, for example if the problem started today, try a 1 month old driver) If it does not fix, try to reinstall Windows.
 
ive already reformatted once and once i go thru the steps as long as the computer is on and the monitor is on it has 0 issues until i turn off the monitor or shut it down wrong then i have to go back into safe mode and delete the driver
