Is my cpu fan suppose to be loud

I just finished building my first desktop last night it was loud at all I turn it on today it's making a loud buzzing sound is a wire caught? It's an Intel i5-6500 3.2 ghz

The stock fan is not very good , that's why most replace it anyways.

It tends to be a loud fan after some use.

What case do you have there are some real nice budget replacements.

That cooler is usually fairly quiet. Check to see that one of the three wires going to the CPU FAN header is not touching a blade. The way Intel wraps the wires around the cooler in those little brackets often causes one to rub against a fan blade. My students have this problem quite a bit. Adjusting the wires solves it easily.
