Is my CPU faulty?

I don't know too much about PCs and i really want to figure out what is wrong, please help me.

I have an i5-6500 CPU but in Task Manager it is maxing out and not giving the performance i'm seeing online. To give an example; I've seen videos of people playing Assassins Creed: Unity with the same CPU and worse GPU, but they are getting much better performance than me while mine is running 100% and my GPU (GTX 1080) is running just 30-60%

This is the same case with many other games too.

Also when i move/drive too fast in some games it stutters and freezes (E.g., Just Cause 3, Assassins Creed: Syndicate)

You need to purchase a new cpu.Lag is happening because of the cpu bottleneck.I have the exact same cpu and it's bottlenecking my 1060 3GB...
Look up for a i5/i7 8th/9th gen.Also you need a 300 chipset on motheboard to use 8th gen + cpu on the motherboard.

A good first step if you think the cpu is faulty is run the intel diagnostic utility. I'd do the long test or loop the shorter test at least 10 times.
