Is my CPU (FX-6300) bottlenecking my GPU (RX 560 2GB)

My GPU is overclocked, and my CPU is also overclocked. The CPU is overclocked to 4.0ghz and the GPU is overclocked to 1375 MHz (core clock) and 1950 MHz (memory clock).

With Fortnite running, at Tilted Towers on high settings in the background, task manager is showing that the GPU is at 99%, and the CPU fluctuates from high 50% to sometimes 99%, but sits around 60-70%. The game sits around 60-70 fps with frequent 45-50fps frame drops.

My question is, is the FX-6300 bottlenecking the RX 560 2GB, and if it is not, is there any other way to increase performance? Also, is there any way to limit frame drops in Fortnite?

If anything....I think it's the other way around.

Being your GPU is @ 99%....plus the fact that...I think that CPU could run a 1060 without bottlenecking that significantly.....and an RX560 doesn't have near the performance of a 1060.

See marked as solved,but need to give my opinion. If these happen at the same time could it be the cpu holding back the gpu,but solving that might need a platform update and that would mean spending serious money.Got to ask yourself if it's worth that. The 45 fps should still play quite fluidly.
