is my cpu holding me back?

i have a geforce 750ti windforce edition card
8 gbs of ram and a amd a4 7300 dual core cpu, games like tf2 i can run on medium settings i tried playing arma 2 dayz mod and was averaging 20 fps i checked the system requirement on these and i should be able to play them with no problem im thinking my cpu is holding me back what do you think? i also feel like i should be able to play tf on high settings no problem

I would guess yes, you don't have much power there, check in task manager, I'd guess CPU use is fairly higher than GPU
