Is my cpu limiting my 970?

I have an AMD X4 750K and a Gtx 970. In games like Minecraft and Ark: Survival Evolved, im not getting the frames i should be. Would buying a better cpu fix this problem?
 
I think it could be.

I have an i5 2500k OC @ 4.4ghz.
I recently purchased a GTX 970 Strix and spent yesterday OC'ing. I ended up getting 1475mhz on the GPU and 8000 on the memory.
I compared my Unigene Heaven FPS to people with a i5 4690k @ 4.5ghz but with the GPU @ 1450mhz.
I get about 61.5 fps, they are reporting 66fps. 7% increase in FPS due to processor.
If you think about the 1-2 fps difference from the GPU clocks it's actually making up a bigger difference. Probably closer to 8-9% FPS increase due to processor.
The 2500k is in the top tier of gaming CPU in the Tom's Hardware chart. The GPU utilisation during the Heaven benchmark is 99%.
I'm going to try clocking my CPU back up to 4.9ghz and see if I get a noticeable difference
If the CPU architecture can make such a dramatic difference, a Mhz increase should also have an impact.

If there is difference between these 2 CPU's then a less capable AMD CPU should also limit your performance.
