Question Is my CPU or Monitor Bottle-necking my FPS at 1080/1440? My 4K FPS are higher than both.

I just upgrade my graphics card from a radeon R280X to a GTX 1660 Ti. The most graphically intensive video games I play are Mass Effect 1-3 and Dark Souls 1-3.

I was curious to see the kind of FPS I would get in Mass Effect so I downloaded MSI afterburner for the 1st time to use as a tool for seeing FPS.

I am getting the following results which are inconsistent with what I was expecting and rather confusing::

-55-70 FPS at 4K Ultra high settings across all 3 ME games.
-30 frames no variance at 1080/1440 ultra high settings across all 3 ME games.

Why am I getting lower FPS at lower resolution? Is it my CPU, Display or Origin?

Here is the rest of my system:

-AMD FX8350 (Old I know, but I am only trying to run PS3 Generation games)
-Gigabyte GA-970-UD3P REV 2.0 motherboard
-32GB 1866 DDR3 SDRAM
-Mushkin Enhanced 1TB Sata III SSD
-LG 65" 4K Smart TV 60hz.

Honestly I was expecting FPS of about 90-120 at 1080, 55-70 at 1440, and less at 4k based on reviews of the card. The results I am getting are really confusing me and so I am wondering if my CPU only having 8 threads for its 8 cores is causing a problem. Also is my display only having a refresh of 60hz part of problem, or does running ME 1-3 through through Origin causing the problem. I certainly wasnt expecting FPS of 55-70 at 4K on ultra high, and while I am not complaining I would like to understand what is going on. Thanks for any help.

Ok your problem is simple.
As we increase the resolution the load on cpu decreases and load on gpu increases.
4k is 3840 x 2160 pixels or 4096 x 2160 pixels. So it puts more load on ur gpu rather than cpu which is very old.
When you lower the resolution the cpu faces more load and starts to bottleneck.
The fx8350 is an 8 year old processor so its very old and wont get you the desired fps in the lower resolutions.
So best choice is to play at maximum resolution you can or upgrade your pc(cpu, ram, mobo).ryzens are good and r cheap if you wanna upgrade. Rest is your choice. :)
