Question Is my CPU overheating

Hi, I'm experiencing some performance issues in some games with my PC. I think there is a problem with my cooling system - which is just a stock intel CPU cooler and an exhaust fan. Anyway, My GPU usage and temps are all absolutely fine, but I've checked my CPU usage and it's all the way up at 100%. The temps are a bit on the high side but nothing crazy. Is it overheating and then thermal throttling to save itself or is there something else going on?

There should be no obvious bottlenecks.

GPU - about 40 degrees Celsius and hardly working
CPU - high 60s low 70s with usage maxed out
