[SOLVED] Is my CPU overheating?

Im using a pre-built I purchased a few years ago, and i cleaned it a few months ago. My GPU temps seem relatively normal at around 70 while gaming, but according to OpenHardwareMonitor, NZXT Cam, and even my bios, my CPU temps are skyrocketing to 95 and 100????? My CPU cooler also does not seem to me spinning that fast. Im genuinely not sure what to do.
Spec List:
i7-9700f CPU
RTX 2060 Super GPU
16GB Ram
Asrock B360M IB-R1 Motherboard

cpu cooler is just some IBUYPOWER 120mm AIO
good chance this cheap cooler has just failed or is failing.
i would guess the pump is either clogged or has just stopped working.

if clogged;
remove the entire cooler and maneuver it all about in the open air while also flexing the tubes all around.
if there are bubbles/blockage built up this can dislodge them and allow water to freely flow again.
if dead;
nothing you can do but replace it.

you can feel the CPU block and see if there is any vibration or noticeable flow through it.
you can also feel both tubes to see if there is any noticeable temperature difference between them and/or vibrations there.

i would recommend just replacing this thing anyway.

if you're CPU is reaching anywhere near 90°C while in basic use then you definitely have an issue.

what CPU cooler are you using and what type of fan curve do you have in place?
also what case are you using and what type of airflow does it offer; how many fans, their placement & orientation, etc..?

Every part in my computer is there from when I originally purchased it.
3 Case Fans, 1 fan AIO
I have had the computer for about 3 years and have never experienced something like this. The temps are usually normal but recently they started getting really high.

Im not that experienced with computers so I dont know the fan curve, but the cpu cooler is just some IBUYPOWER 120mm AIO. The case I have has 3 fans on the front panel side which im pretty sure they are intaking air. The top is just some sort of filter, no fans, and the CPU cooler is positioned right next to the motherboard on the left, with 1 fan and a radiator.

The only things I have done to the computer is clean it with a can of air to get dust out.

if you can't fit one, get a nice air tower cooler like a Noctua NH-D15 or be quiet! Dark Rock Pro 4.

Hey, I just realized that my cooler pipes are making a weird like "doooooooooooooooooooooooooo" noise, may that be a problem/be a cause of a problem?

the tubes from block to radiator only allow liquid to flow back & forth, they have no mechanical components so they could not be making any noise themselves.

if the pump inside the block is making any noticeable noise it is probably malfunctioning or just having issue pumping liquid possibly due to being clogged.

have you removed the unit and tried to free any possible blockage yet?

If the cooler is clogged, you can "return it to life" for some time. Shortly will clog again. Buy yourself a good air cooler - BeQuiet, Arctic, Noctua ... 9700f doesn't need great amount of cooling. I was using Arctic Freezer 34 eSports DUO for my 9700k in the begging and it was great and cheap.
